The Arctic. Issues in and prospects for urban development the formation of a comfortable living environment

The article addresses issues in urban development and formation of a comfortable human environment in the Arctic territories of the Russian Federation. Current problems that hinder the sustainable urban development of the Arctic zone of the Russian Federation are highlighted, and strategies for their solutions are suggested based on Russian and international experiences. Techniques and means for establishing a residential and public environment in the harsh climatic conditions of the Arctic are proposed. The work takes into account the priorities formulated in the State Program "Socio-Economic Development of the Arctic Zone of the Russian Federation" and aims to find integrated solutions covering the main large-scale levels of design: integrated development of territories, evolution of cities and settlements, and promising solutions for the development and organization of the environment.

THE NORTHERN HOUSE. INNOVATIVE DESIGN APPROACHES

The article notes that the planning structure of residential buildings currently being designed and built for the cities of the Far North does not fundamentally differ from the solutions that are used in the cities of central Russia. The result is a residential environment with its ecological characteristics failing to correspond to the harsh natural and climatic conditions of the areas developed. Short seasons of comfortable weather, in both summer and winter, do not allow northern residents, primarily children, to fully satisfy their needs for rewarding recreational activities. At the same time, improving the quality of the living environment in the northern and Arctic cities is becoming a challenge considering the needs of the Northern Sea Route for comprehensive services. The article seeks to provide a rationale for a radical revision of the approaches to the development of residential environments in the Far North, primarily by improving the typology of residential buildings. The objectives of the study were as follows: to substantiate the need to create a detailed national program for the development of a research and design framework for improving the habitat in the cities of the North and the Arctic; identify priorities in this program; and demonstrate housing typology examples. The methodological basis of study was an in-depth review of 1960s-1980s developments and designs produced by the leading research and design institutions of the Soviet Union. The study revealed a significant untapped potential and of this legacy, which requires further exploration taking into account modern capabilities and ideas and implementation in research and design and in construction practice

THE ARCTIC. AN EXPERIENCE IN EXPERIMENTAL DESIGN IN THE CONTEXT OF GREEN ARCHITECTURE
Architecton: Proceedings of Higher Education №1 (73) March, 2021
The article summarizes experiences in experimental architectural design for the harsh climatic conditions of the Arctic. The work is carried out taking into account the priorities defined in the State Program of the Russian Federation «Socio-Economic Development of the Arctic Zone of the Russian Federation». The authors set out to create comfortable conditions for permanent human stay and protection from adverse external influences in the severe climate of the Arctic region. The article presents experiences in the implementation of the basic principles of green architecture in the experimental design of civil facilities for Arctic conditions. The design techniques and tools proposed in the article can be applied to other regions with challenging natural and climatic conditions.
