CONTINUITY IN THE ARCHITECTURAL AND SPATIAL PLANNING OF A LARGE CITY’S CENTRE (with reference to Novosibirsk)

Current Russian legislation (the 2004 Town Planning Code of the Russian Federation) is not able to ensure continuity in the planning of cities and city centres as a prerequisite to their systematic and harmonious development. Whilst regulating landed property relations between urban planning participants, the 2004 Town Planning Code of the Russian Federation does not, in fact, care to provide a legal framework for ensuring a favourable environment for human living.

The inconsistent, chaotic development of city centres (the central area of Novosibirsk being a good example), where the modern-day centripetal tendencies in their growth and development are fully obvious, destroys the composition and spatial organisation and integrity and poses a threat of losing the historical originality, destroying the harmony of the existing planning ensembles, and losing important elements from their planning structures. All this contradicts the traditions of national city planning practice and prevents it from moving towards forming a convenient, harmonious and safe environment.

The lack of comprehensive urban planning documentation capable of providing the urban planning process with programmatic targets and, thus, harmonizing the building practice suits municipal authorities because they thus enjoy full freedom in making planning decisions in favour of developers and investors to the detriment of the interests of a city and its residents.
