The article investigates the issues of preserving the historical and architectural environment of a small historic town and its use for tourism functions. The purpose of this study is to identify the meaning of a historic town, explore the evolution of heritage conservation issues and prerequisites for the development of tourism in it. What are the positive and negative impacts that the tourist infrastructure may have on it, and how does it affect the life of the town? We have reviewed the trends in the development of tourism in the 20th-21st century, and its current condition in Russia. Some studies on this issue have been reviewed, and suggestions are made for the development of tourism in a small historic town.
