Regional adaptation of the low-rise model of the integrated territorial development standard

Implementation of the Standards of Integrated Development of Territories is a topical issue for urban planning practice. The models of the Standards of Integrated Development of Territories do not always take into account regional specificities. The Rostov region is a unique region that has specific features that should be taken into account in urban planning, including climatic changes, urban and rural areas, and local urban planning practices. These features formed a basis for the improvement of the low-rise model of the Standards of Integrated Development of Territories. The need to improve the low-rise model of the Standards of Integrated Development of Territories is especially relevant to the Rostov region. Improvements are proposed for the model of low-rise residential development. The paper is based on the results of a study as part of the research project «Standards of urban development of low-rise and detached residential development in the territory of the Rostov region» commissioned by the Ministry of Construction of the Rostov region and carried out at the Regional R&D Institute of Town Planning in 2022.

“New urban planning policy” in the Rostov region

The introduction of a "new urban planning policy" into practice must be taken into account in territorial planning documents. According to the Strategy for the Development of the Construction Industry and Housing and Communal Services of the Russian Federation until 2030, a unified urban planning policy is envisaged for urban agglomerations and centers of rural agglomerations. The main structural elements of the new urban planning policy will be urban and rural agglomerations. To form long-term development plans for urban and rural agglomerations, software-based delimitation is necessary, especially in the Rostov region. Competent planning taking into account the specifics of how state development programs operate will contribute to the attraction and effective use of funds at the regional level. The programming of territory development is seen as another factor to consider when delimiting agglomerations.
The article is based on the results of a study carried out by the Rostov Region’s RNIiPI Planning Institute in 2023 within the framework of the research and development project "Improving Settlement Systems of the Rostov Region (a study into the possibility of creating urban agglomerations on the basis of the East Donbass and Volgodonsk Settlement Systems)" commissioned by the Ministry of Construction of the Rostov Region. The purpose of the study was to amend the Territorial Planning Scheme of the Rostov region and work out recommendations for making corrections to the "Settlement System" chapter of the Strategy for Socio-Economic Development of the Rostov region.

ENVIRNOMENTAL CLUSTERING AS A NEW FORM OF URBAN IMPROVEMENT

Urban reconstruction and land development and improvement are considered as a set of interrelated activities involving obligatory use of resources inherent in the natural setting of an urban landscape. The establishment of environmentally sustainable urban formations is adopted as a basis for territorial development of medium-sized and small cities in Southern Russia. Urban infrastructure is inseparably linked with the landscape, which may function as its integral component or, on the contrary, precipitate the destruction of its land development and improvement projects.

The author proposes an urban environment clustering method which is based on Biologically Active Natural Complex of Ecological Clusters (BANC). The core of a BANC ecological cluster is a specially arranged fragment of a natural setting that operates so as to ensure self-restoration of city landscape. The boundaries of an Ecological Cluster delineate the core’s area of impact. These boundaries are identified by watersheds and cityscape’s natural setting areas, and surface runoff contamination characteristics that affect the area of BANC. Within the boundaries of the cluster, BANC extends its impact on buildings, open areas, roads and other improvements, and all of these elements are placed under the general heading “Landscape Planning Cluster Periphery Layout”.

Cartographic examination revealed the most typical layouts and built environments at the landscape planning cluster peripheries of small cities. Experimental design work has enabled us to suggest cluster restructuring options for cities in Southern Russia.
