AN AGGLOMERATED DEVELOPMENT CONCEPT FOR POPULATION DISTRIBUTION IN THE SOUTH OF RUSSIA

The author carried out a comprehensive analysis of Southern Russia with regard to the following territorial and urban planning conditions: degree of importance in population distribution across Russia, geographic and geopolitical situation, natural and environmental conditions, social and economic development, population, and transport infrastructure.

This complex analysis helped identify specific features in the territorial and spatial organisation of this area. The frontier part of the south of Russia is located on the crossroads of the principal transportation routes "North-South" and "East-West", promoting international trade. The south of Russia is rich in various natural and recreational resources. The region’s economy has the following well-developed sectors: mining, fuel and power, manufacturing, farming, and tourism.

The distribution of population in the south of Russia features well-developed urban agglomerations such as Rostov, Volgograd, Krasnodar, Stavropol, and Astrakhan. For identifying agglomerations, use was made of the aggregation index (Clark-Evans index).

A prospective development concept is proposed with regard to population distribution in the south of Russia based on the strengthening of the existing population distribution pattern. Structurally, the concept provides for reference "points" of distribution represented by urban agglomerations. The population distribution system needs some "consolidation" with the addition of planning axes meridionally and latitudinally. Actions need to be taken to strengthen and develop the natural and environmental framework and improve the ecological situation.
