A theoretical model of "smart" urban planning is presented. The model demonstrates the possibility of integrating modern universal and specialized information platforms with appropriate planning programs and methods, "digital twins", and modeling automation technologies into the methodology of advanced spatial planning of complex urban systems. The methodology of strategic urban planning for regions and macroregions is based on a system of laws and principles of dialectical unity in goal-setting, forecasting, programming, and design and implementation of solutions for their development. In total, ten paired groups of principles are presented, taking into account five patterns, each of which includes three principles. Within the framework of this study, a synthesis of specialized concepts is used in the areas of strategic urban planning and information planning and modeling, and the notion of strong artificial urban intelligence is defined. The composition of urban planning information platforms includes heuristic, simulation, software, design, and implementation automonitoring platforms, as well as their most important modeling functions based on the "digital twin" of the object planned, introduction of appropriate advanced scientific and technological knowledge, integration of successful practices, and mechanisms for diagnosing and monitoring the implementation of solutions for the development of regional settlement systems. The theoretical and diagnostic structure of criteria for assessing the territorial and spatial development of regions is demonstrated.

THE URBAN PLANNING INFORMATION PLATFORM: PROGRESSIVE METHODS OF PLANNING AND MANAGING THE SUSTAINABLE DEVELOPMENT OF TERRITORIES

The urban planning information platform, including the “digital twin” model, has become the basis for the integration of various urban planning and sector-wide approaches and a tool for progressive spatial planning, design, and management of the sustainable development of territories. The study identified several “smart urban planning” aspects as promising directions in the development of urban planning theory and practice. The article gives a brief description of modern global experiences in digital forecasting, programming, and design of the spatial system, and reviews the postulations of strategic urban planning, area graphic identity modeling and master planning taking into account digital information systems and information and communication technologies. The authors propose to separate the concepts of “territorial” and “spatial”, considering their differences and tasks. Prospects for the development of urban planning information systems and “digital twins” in spatial planning and modeling are outlined. Consideration is given to theories underlying predictive probabilistic modeling; proactive, institutional and participatory planning taking into account the interests of residents, business, and scientific and public institutions, and challenges of creating a comfortable, safe and landscaped living environment.

SMART URBAN PLANNING: MODERN TECHNOLOGIES FOR ENSURING SUSTAINABLE TERRITORIAL DEVELOPMENT

The paper considers issues in improving the methodological foundations of urban planning based on the requirements of "smart" planning and managing sustainable development of territories. The concepts of “smart urban planning”, “urban planning information platform”, “digital twin” of a territory and “cyber physical urban development system” are defined. A brief review of the world experience in adopting "smart" technologies for urban development is given. The paper sets out long-term problems associated with theoretical and practical development in the field. Finally, the authors propose the concept of "smart urban planning", aimed at providing comfortable and safe living conditions. It includes fundamental principles of goal-setting, planning and adopting sustainable territorial development using information and communication technologies; and a theoretical model of the urban planning information platform based on automation methods, adaptation conditions, as well as describing the “digital twin” layers of an urban development object.
