Development of Novosibirsk in the context of the late 20th-early 21st century planning solutions and modern trends

The article presents the results of a study of the planning proposals put forward in the urban planning documents of the second half of the 20th - early 21st century for Novosibirsk. Given the changed context of planning system functioning, it is important to develop and apply new spatial models based on a strategic vision for the development of large cities. It is shown that the urban planning approach is the basis for the regulation and development of spatial planning despite the fact that the lack of comprehensive implementation today is contributing to its discrediting. Based on a comparison of strategic plans for large cities in Russia and abroad and Novosibirsk’s urban planning system development, principles of Novosibirsk functional and spatial organization in the 21st century are proposed.

TRANSFORMATION OF THE FUNCTIONAL AND SPATIAL ORGANIZATION OF NOVOSIBIRSK IN THE 21ST CENTURY

This paper presents a systematic analysis of the transformations in the large Siberian city throughout the late 20th – early 21st century. Using Novosibirsk as an example, the main spatial and planning elements of the city and the systems that organize together them are identified and described. They arranged depending on location - in the central part of the city, the middle zone, and the periphery. Changes in the directions and intensity of the functional connections occurring in the context of transition from the urban planning principles of the Soviet period to the principles of emerging market economy are determined. The analysis enabled generalizing theoretical schemes to be compiled. The results of the study can serve as a basis for diversifying the methods of urban development and management that correspond to functional and spatial organization patterns in the 21st century urban planning system and take into account the regional specifics of territorial development.
