The spatial organization of touristic destination «The Capital of the Don Cossacks» is examined within the boundaries of the Lower Don. On the basis of an interdisciplinary approach, including the use of methods of spatial, historical-genetic, planning analysis and study of strategic planning documents, the boundaries of the district that encompasses the city of Novocherkassk and the settlements of Starocherkasskaya and Razdorskya have been defined. The tourism and recreation potential, transport infrastructure and historical-cultural resources have been reviewed, revealing spatial development imbalances between the clusters of the federal scheme «Eastern South of Russia». To rectify these imbalances, we propose a model of integrated destination, oriented towards route connectivity, preservation of the landscape identity and development of local communities. The model includes principles of forming a single spatial framework, including a panoramic route along the high bank of the Don, and recommends including the destination concept in regional urban development and infrastructural development programs.
