PROCEDURAL CHARACTERISTICS OF THE URBAN CONFLICT

The article identifies through a critical analysis of the system of town-planning process the quantitative and qualitative conditions for the existence of a town-planning conflict. The structure of the urban conflict, its sources and principles of existence, and its classification are revealed through quantitative conditions (the process in the subject-object system of relations) along the procedural vertical and horizontal lines. The qualitative conditions (unit process under regulatory legal conditions) are used to determine the parameters of the structural organization and the characteristic features of the urban conflict. All of these suggest that the urban conflict is an integral part of the urban development process, is responsible for the evolution of the entire process system, and determines its (of the process) model type. On this basis, the author proposes actualization of the system of urban development through definition of the boundaries of the regulatory and legal modules for working with the urban conflict.
