Regular and epoch-making innovations in national urban planning

Architecton: Proceedings of Higher Education №4 (88) December, 2024

The development of innovative urban planning in Russia and the USSR in the 18th – 20th century is considered. Innovative urban planning is defined as an activity to create innovations and introduce them into practice to obtain a specific effect. In the history of urban planning, this type of activity presents a cyclic-wave process with phases of rise and fall. The article proposes to adapt the concept of regular and epoch-making innovations developed in the field of economics to the conditions of innovative urban development. From this perspective, the author explores six innovative waves that are identifiable in the history of national urban planning in the above period.

Urban planning regulation of the suburban zone of Ekaterinburg

The article outlines the prerequisites for and the concept of modern urban planning regulation of suburban zones around large cities withinin agglomeration settlement systems, where "smart" management of area development is needed on the basis of an algorithm using software methods. The regulation concept was tested with reference to architectural and planning development of the suburban zone around the city of Ekaterinburg. A new approach to the design of settlement systems has been developed based on "smart urban planning" principles. Methodological foundations of architectural design and planning of suburban zones are formulated.

Urban planning systematics and systematism: concepts of synthesis

Architecton: Proceedings of Higher Education №2 (82) June, 2023

The article deals with the problem of synthesis of scientific and artistic solutions in urban planning with the use of modern information technologies. The concepts of urban planning systematics are characterized as a scientific direction involving preparation and processing of big data for exploring and modeling the processes of architectural and planning development of cities and settlement systems. The potential of the connection between urban planning systematics and systematism, a stylistic trend in visual arts since the early 21st century, is highlighted.

The 20th century concepts of systemic cybernetic urban development

Architecton: Proceedings of Higher Education №1 (81) March, 2023

The article considers the development of an urban planning AI information platform based on the modeling of the framework of neural networks that collect and process data for the purpose of successive, adaptive and prospective development of settlements and resettlement systems. A review of the urban planning concepts developed in the second half of the 20th century using computers, cybernetic achievements, systems engineering and semiotics has enabled a systemic cybernetic line of thought to be singled out as the backbone of neural network developments within this platform.

The article considers the development of the architectural and spatial environment of the city of Chelyabinsk. Currently, the challenge is to find a balance between social and market interests in the architectural treatment of the city’s system of public spaces in the context of the Strategy for Spatial Development of Russia and the priority project "Residential and Comfortable Urban Environment". The main regulatory documents and new design materials relating to the management of the architectural and spatial environment of Chelyabinsk are reviewed. Priorities for the development of the urban environment are identified.

CITY PLANNING IN RUSSIA’S STRATEGY

Architecton: Proceedings of Higher Education №4 (64) December, 2018

The article considers the development of national city planning practice in the post-Soviet period with two evolution stages identified: the first is systemic environmental (1992 - 2004); the second is territorial structural (2004 – till the present time). It is noted that the change of the city planning paradigm in 2004 has led to serious negative consequences in the spatial development of the country’s economy, impairment of the city planning culture and the quality of the architectural and spatial environments of settlements.
