THE ROLE STRUCTURE OF MODERN URBAN PLANNING PRACTICE

The article presents the results of a study into the role structure of Russian urban planning practice. A review of the professional discourse in the 20th-21st century has suggested nine role models of planning activity taking shape in professional practice (designated as “planning”, “design”, “programming”, “reflection”, “regulation”, “regeneration”, “integration”. “innovation”, “history «). Analysis of theoretical concepts has revealed at least six models out of this list addressed in scholarly ideas concerning the structure of urban planning activity. However, in the regulatory documents, the role of the urban planner is limited to the development and execution of urban planning documentation, that is only three models have been officially “formalized” (“design”, “regulation”, “reflection”). This discrepancy points to the need to mainstream the terms «urban planning» and «urban planning activities» as well as updating and synchronizing all legal documents, standards, and concepts being developed.
