Interest in the problem of the structural organisation of a city and its suburban zones that in aggregate form the actual boundaries of the built-up area has been there for a long time. From the mid-20th century, big cities became an important object of research and wide discussions in geography, planning, and regional policy. Currently it is assumed that postindustrial cities are more promising and suitable for residence in modern society. Whereas in an industrial city there was a clear division into functional zones: work, leisure and habitation, in modern megacities these functions make up a single whole. Postindustrial cities are not only more livebale but they are also economically more efficient.

In the conditions of increasing urbanization of the near-airport territories of China's largest cities, urban planning contradictions arise between participants in urban planning activities, the solution to which may be the allocation of this type of territory as a separate object of the urban planning system, which requires a systematic approach to its urban planning and inclusion in the legal model of existing urban regulations. The persistence of current development trends may lead to the total development of territories adjacent to airports, without due consideration for the principles of ecological urban planning. The development of the air transport system within the transport network becomes a necessary condition for the realization of China's economic growth and one of the keys to the competitiveness of the national economy. Within the framework of the state policy for the development of air transport on the basis of the federal target programs, the task of ensuring the development of a network of large international hub airports has been set and is being implemented, which is expressed in "increasing the volume of traffic on international airlines, meeting the growing needs of air carriers in quality service and the capacity of airport infrastructure". The region in eastern China, known as the Yangtze Delta or the Yangtze Golden Triangle, is located at the confluence of the river with the East China Sea. Now it is one of the most densely populated regions of the planet. The Chinese Government has been constantly and steadily campaigning to improve transport links in the region. In fact, already now this place can be called megalopolis — the first city on the planet with a population of more than 100 million people.

A SCENARIO APPROACH IN THE FUNCTIONAL MODELING OF ECOTOURISM TERRITORIES

To control the recreational impact in the specially protected natural areas whose functions include ecological tourism, they are subject to zoning. The high uncertainty of changes occurring in the ecosystems of the ecotourism territories makes it impossible to develop a strategy for their sustainable spatial development based on a static zoning scheme. The scenario approach makes it possible to ensure the structuring of uncertainties, plan various scenarios and design a zoning scheme as a dynamic system that develops in accordance with the peculiarities of the processes taking place in the territory. The scenario approach implies simulation modeling of processes occurring in protected areas. In the article, a territory of ecotourism is considered as a complex urban planning system consisting of territorial subsystems. Models of processes occurring in these subsystems are described and techniques are developed that allow the urban planning system of the ecotourism territory to develop steadily and maintain integrity in order to achieve the desired future, i.e. capability to familiarize the present and future generations with the natural and cultural heritage.

The environmental crisis that has become a problem of modern society also affected the tourism areas suffering from recreational impacts. The latter can be managed by ensuring the visitors observe environmental behavior norms. For this purpose, specially protected natural territories, one of the functions of which is the development of ecological tourism, are provided with ecological education visitor centers, trails and routes. The article examines how the impact of ecological and educational information on the behavior of visitors to specially protected natural areas is associated with their spatial layout. The theoretical basis of the study is the concept of information society proposed by M. Castells, according to which the network of visitor centers in ecotourism territories is a material embodiment of ecological and educational information flows. This concept has provided a framework for exploring spatial organization patterns of visitor center networks that contribute to the development of ecological consciousness and conscious observance of environmental rules of behavior by visitors. The principle of sustainable spatial organization of visit center networks is defined.

STRUCTURAL MODELING OF ECOTOURISM TERRITORY PLANNING IN THE CENTRAL PART OF THE EASTERN SAYAN

The main purpose of ecotourism territory structural modeling is development of a rational plan for the territory (a tourism framework) to ensure that the systems performs the functions assigned to it. A structural model can be represented as a block diagram and a topological model. The basis for modeling the structural scheme of the tourism framework is the natural and recreational framework. Given hierarchical subordination of recreation functions to natural and cultural heritage conservation, a major requirement for the structural composition of the tourism framework is preservation of the structure of ecological and eco-cultural frameworks of the site. Ecological framework structure preservation includes conservation and restoration of its structural elements: the protected core, ecological migration corridors and animal habitats. The structural composition of the tourism framework should be aimed at preservation, revival, touristic development of protected and sacred sites, cultural monuments in their natural setting, re-creation of traditional nature management practices, settlement systems, daily living cycles, traditions and beliefs, and the entire way of life of the local population with simultaneous organic integration into modern economic and social processes. This determines the direction of touristic use of the territory and the intensity of recreational flows.

The eastern coast of the Adriatic often suffers from infill developments, lack of comprehensive urban planning and, as a result, serious problems with attracting large investments. The article considers the urban planning concept of resort city development taking into account the influence of territorial, artistic, spatial planning, structural and economic attributes of the area using as an example the village of Buljarica and the beach of the same name in the Budva Riviera (Montenegro). The planning nodes, axes and main viewpoints are determined, and the functional and architectural and planning models of the resort city being planned are presented.

Growing anthropogenic pressure on the environment (including due to tourism) aggravates many an environmental problem causing a transformation of the worldview based on respect for interdependence between human well-being and the natural environment. One of the results is the concept of eco-tourism. The objective of ecotourism area planning is to preserve the natural and cultural heritage where the territory is used for recreation. However, sustainable development of ecotourism areas has faced the problem of a lack of methodological approaches and tools to manage the recreational impact through ecotourism area planning. The article considers concepts that have provided a basis for modeling methodology development.

Ecological education and information centers, ecological education routes and their surrounding natural and natural-anthropogenic environments form an environmental education and information system in ecotourism areas. This system provides guidance to visitors, contributing to their responsible behavior in the ecotourism area. To enhance the influence of the environment, the author proposes a conceptual model of environmental education system. In this model, the visitor center’s information content (the main theme) corresponds to its localization – in the field of influence of the visitor center. John Law's actor network theory can serve as a methodological basis for modeling the shape of information facilities. Space in the actor network theory acts as a way to organize objects. An eco-educational information visitor center is a topologically multiple object that exists as, and transforms, three forms of spatiality: physical space, network space of tourist routes, and space of eco-educational information flows.

THE SPATIAL STRUCTURE OF THE SETTLEMENT SYSTEM IN ELLESMERE ISLAND (NUNAVUT TERRITORY, CANADA

Within the framework of a project aimed at structuring the settlement system in Ellesmere Island (the territory of Nunavut, Canada), we explored the microclimate, topography, geological structure, fauna, available research background and existing infrastructure of the locality. Based on our findings, we have developed natural recreation, environmental, eco-cultural, and tourist recreation frameworks to specify planning characteristics and identified the main planning constraints that determine the geometry of the settlement pattern. An optimal settlement model has been developed for the central-eastern part of Ellesmere Island with the Dobbin-Scorbey Bay conurbation elaborated in detail. A functional zoning concept is suggested for the main conurbation of Ellesmere Island; an individual domed residential cell has been designed. Thus, by simulating an environment designed for comfortable living in extreme cold climate conditions, a design proposal has been developed that would ensure effective settlement patterns in northern areas and solve the problem of uneven population density in Canada and the Arctic as a whole.

The disintegration of the Socialist Federal Republic of Yugoslavia and then of the alliance of Serbia and Montenegro influences considerably the investment potential of underdeveloped resort and recreation areas. Whereas in Central and Western Europe the majority of seaside resorts have reached a climax in their development, the eastern coast of the Adriatic suffers from infill construction projects, lack of comprehensive urban planning and, as a consequence, serious problems with the attraction of major investments. Allowing for the local geographic context, the article considers a planning concept for the town of Buljarica and the beach under the same name in Budva Riviera (Montenegro).

The influence of territorial structures on the formation of functional zones in protected areas is analyzed. The need to identify spatial combinations of the most valuable elements of the territorial structure is formulated. The zone configuration is determined by areal, linear and single territorial structures. These are also components of specialized frames. Influence on the location of functional areas is produced by: - environmental framework (reserves, specially protected areas, educational tourism zone, protected area); - eco-cultural frame (area of protection of historical and cultural objects, area of traditional nature management); - natural recreational frame (recreational area, area of visitor services, especially protected area); - transport frame (economic area and area of visitor services).

The considers the problem of natural landscape conservation under exposure to recreation impacts and emphasizes differences between international and Russian experiences in establishing functional zones of specially protected natural reserves. Zoning according to the Federal Law of the Russian Federation «On Specially Protected Natural Territories» and the «Seville Strategy for Biosphere Reserves». Recommendations are proposed for functional zoning regulations depending on their degree of openness for tourism according to the Russian and international requirements.

Depending on the primary goal set for a national park, the core of the park is the landscape – either natural untouched by any anthropogenic impact or cultural resulting from a harmonious interaction between man and nature. The core of the park is a natural reserve in the first case and a historical and cultural conservation zone in the second. This accounts for serious distinctions in the planning of national parks. The author suggests a classification of functional zoning of national and natural parks depending on the relationships between their core and the natural framework in which they are created.

The article discusses three methods of preserving the historical appearance of landscapes using as examples national parks in Russia and other countries developed on the basis of the European model of ecological tourism in which сentral place is given to the cultural landscape and interests of the local population are taken into account. The first method is preservation of sacred and conservation of cultural landscapes based on the examples of the national parks of Uluru-Kata Tjuta and Alkhanay, where sacred landscapes present the сentral planning element. The second method is preservation of cultural landscapes through the conservation and restoration of monuments of culture, analyzed in Kenozersky National Park, rich with numerous cultural monuments. The third method is preservation and restoration of historically developed systems of settlement and nature management supported by the practical experiences of the national parks of Vodlozersky, Ugra and Alania, which have suffered the consequences of destruction of the traditional way of life of the local populations. The conclusion is drawn that it is essential to apply the above three methods to ensure that the bio and cultural diversity of recreational areas is preserved.

The article presents a case study of the concept of ecological education (one of the main components of ecological tourism) in the national parks and reserves in the world and examines the influence of the framework concept on it. Russian and international experiences have enabled the author to propose a model for designing a system of interconnected eco-tourism outreach educational organizations in areas where eco-tourism is being developed, and to demonstrate it with reference to the central part of the Eastern Sayans (Altay-Sayans eco-region) as one of the main elements of the ecological framework for Krasnoyarsk region and the entire the Russian Federation.

This article is devoted to the planning of ecological tourism in Siberia (with reference to Krasnoyarsk Region). The author considers the existing model, the basic principles of ecological tourism and their impact on the planning structure of the region’s tourism and recreation system. The resources available for the development of ecological tourism and its impact on the structural planning elements of the tourist and recreational areas are comprehensively assesses. Based on the findings, the author proposes a classification of tourist and recreation area plans by type, presents cases of successful ecological tourism in Russia and abroad, and proposes ways of its further development in Krasnoyarsk Region.
