The article considers the role of central agencies and local authorities in the tackling of issues arising in post-war town-planning practice and reviews the regulatory activities of the Architecture Committee of the USSR Council of People’s Commissars and efforts made to overcome contradictions between the ideal ‘soviet ensemble city’ and the actual «town-like» plan of Ural industrial cities. Using Ural cities as an example, the author identifies pressing issues in the development of city spaces, housing construction, and improvements. Special attention is given to decision making with regard to expressive architectural treatment of industrial city centres.
