HISTORICAL AREAS. NORMATIVE AND NON-NORMATIVE APPROACHES TO RENOVATION

Historically valuable areas can be both an obstacle for and a stimulus of socio-economic growth depending on ability to use and estimate their potential. The existing practice of area development and management is focused on new construction and reconstruction. Transformation effects are assumed to mean cost benefits from the construction of new floor space in the historical environment, which has always been the riskiest type of development.
At the same time, the refurbishment programs for the Russian host cities of World Cup 2018 gave a momentary and soft ‘reset’ of several historical centers without serious and time-consuming overhaul.
The article estimates the effects from the juxtaposition of the impacts of traditional development and soft refurbishment strategies.

THE CITY OF KUIBYSHEV: BEZYMYANKA, A CASE OF TOWN-PLANNING PRAGMATISM IN THE CONTEXT OF THE "ENSEMBLE CITY" DOCTRINE OF STALIN’S ERA

Wartime pragmatic site development attracts increasing attention for its unique combination of economic efficiency and high humanistic qualities.

Bezymyanka, a large industrial and residential development in the northeast of the city of Samara, was built up during World War II in the spirit of Stalin’s ‘ensemble city’ classicism. At the same time, it presents a multilayered cultural phenomenon where innovative town-planning concepts from the first half of the 20th century were implemented, such as ‘garden city’, ‘socialist resettlement’ and linear flow patterns, pertaining to the Soviet avant-garde era.

The shaping of this development is associated with the initiative of Tolstoyans and the names of the renowned town-planners V.N.Semenov and A.A.Galaktionov, who developed the «Greater Samara» project. Subsequently, development work was taken over by a team of architects from the Giproaviaprom R&D institute headed by A.S.Fisenko, the renowned designer of major industrial sites in the country, and also by a team of Samara designers including A.L.Kanevsky, L.A.Volkov, etc.

Given the dramatic wartime circumstances, the shaping of Bezymyanka, the industrial centre of Samara/Kuibyshev, may be regarded as a unique experience of rational management of design and construction work.

A METHOD FOR CONFLICT-FREE RENOVATION OF A TYPICAL REGULAR BLOCK IN A HISTORICAL RUSSIAN CITY

The article reviews the benefits of economic and legal regulation of neighbourhood development using historical land-use regulations. Based on a discussion of the mechanism underlying the formation of historical spaces of Russian regular cities, an algorithm is given for possible design activities involving revival of essential processes in a historical centre taking into account its scale and morphology.
