DELIMITATION OF URBAN AGGLOMERATION BOUNDARIES BY THE METHOD OF FUNCTIONAL AREAS

The paper proposes a new method of marking the boundaries of urban agglomerations by construction of territorial and functional areas. Theoretical approaches to the delimitation of urban agglomeration boundaries are characterized by discipline, including economics, economic geography, public governance, business, etc. The author argues for a comprehensive multi-criteria approach to the delineation of agglomeration areas and outlines the specifics of the urban planning method in the establishment of urban agglomerations boundaries. Explanation is provided for the logic underlying the identification of eight functional areas in an agglomeration, the number of which may vary depending on the specific conditions of a particular territory, and construction of urban agglomeration boundaries in phases is described. The proposed method is easily applicable in urban planning practice, eliminates the territorial uncertainty of urban agglomerations and enables their territory to be planned

METHODOLOGICAL PREMISES OF URBAN PLANNING RESPONSE TO GLOBAL CHALLENGES

The notion of "global urban threats" is defined, and a classification of global urban threats is suggested. The fundamental cause of the emergence and development of global threats is shown. Urban planning challenges are identified and answered in such areas as urban ecology, systemic resettlement processes, transport infrastructure, urban economy, and urban technologies. Global problems display trends and characteristics such as continuing expansion of global threats and challenges in scale and impact over time, multi-dimensionality, multi-directionality, and cyclical and objective character of manifestation. Two types of global phenomena are highlighted based on their impact on urban development: direct and indirect. Responses to global risks and crises by urban planning means are formulated from the methodological perspective. The role of major urban agglomerations in overcoming global crisis phenomena and processes is highlighted.

MORPHOTYPES OF RESIDENTIAL DEVELOPMENT IN THE STRUCTURE OF A LARGE CITY

The concepts "morphotype of residential development" and "second home" are defined. Morphotypes of residential development are distinguished by three characteristics: social order, residential unit’s living space per family member, and weighted average time spent on travelling from place of residence to socially most significant areas of the city. Overall, 17 housing morphotypes have been identified, including five types of second housing. The percentage of each type of housing in the total number of residential units in the city is determined. A graph showing growth in the number of garden houses in Penza since the second half of the twentieth century is presented. A diagram of increase in the weighted average number of storeys in residential buildings is provided for some Russian cities. Urban development trends and dependencies in the evolution of the morphological types of urban residential development are revealed, including: permanent growth in living space per family member, globalization and loss of national identity of residential development morphotypes in the late twentieth century, continuing growth in the number of second homes, etc.

PLANNING TENDENCIES IN THE DEVELOPMENT OF ALLOTMENT HOLDERS ASSOCIATIONS WITHIN THE STRUCTURE OF PENZA AGGLOMERATION

The article presents charts showing growth in the number of gardening allotments in Russia and in Penza from 1950 to 2019. Structural planning, natural, environmental and socio-economic tendencies in the development of allotment holders associations within the Penza agglomeration are identified. The maps of the Penza agglomeration are modeled showing allotment holders associations. The gardening allotments of the city are localized mainly within the 30-minutes isochrone of travelling to the regional city. The travelling time from the center of the city to the largest settlements of second homes ranges from 13 to 31 min. Tables with planning characteristics of allotment holders associations within the agglomeration core and outside it are presented. A correlation is revealed between the cost of allotments and related buildings in relation to a number of factors. The allotment holders associations are arranged along highways in areas with attractive landscapes and water bodies.

JUXTAPOSITION ANALYSIS IN URBAN PLANNING STUDIES OF SECOND HOME DEVELOPMENT

Juxtaposition is singled out as an independent method of scientific research. The application of juxtaposition analysis is illustrated by the examples of second dwelling urban planning studies. The fundamental differences between comparison and juxtaposition are presented in a tabulated form. Comparative analysis is used when it is necessary to compare a number of objects against specific criteria, and rank and classify them. Juxtaposition involves two operational and methodological stages. The first stage is the preparation of an information thesaurus on the problem by collecting data from different sources. The second stage is to obtain new synergetic information and conclusions through operations withthe thesaurus information. Juxtaposition analysis has the characteristics of a scientific method: universal applicability, operational and methodological definiteness, and verifiability of results.

DEVELOPMENT OF PENZA TRANSPORT SYSTEM IN THE 21st CENTURY

The variability and complexity of transport infrastructure transformations are increasing along an exponential trajectory. Motorization growth rates in a large city over a 12-year period are given. The dynamics in passenger traffic on public bus and trolleybus routes and personal cars is revealed. An urban transport system modernization scheme in a 21st century city is presented. The trend towards decrease in passenger traffic on public transport and its increase in private cars is considered. Measures to optimize the organization of road traffic are listed. The bus accommodates 116 passengers and is 14 times smaller than the road area compared with cars carrying 116 passengers including the driver. The renovation of the transport system has led to an increase in the average passenger traffic speed to 23.24 km/h during peak hours. Tendencies in large city transport infrastructures and town-planning effects of transport system renovation are identified.
